More than 300 Spanish and Moroccan intellectuals defend the rapprochement between the two countries in a manifesto that Atalayar entre dos orillas has joined

In view of the situation generated by the diplomatic crisis established between Spain and Morocco arising from the presence of Brahim Ghali in Spain for hospital treatment and the requests for explanations from Morocco for this reception on Spanish territory of the head of the Polisario Front, In addition to Moroccan complaints about what has been understood as a lack of collaboration on the part of Spain's neighbour and a lack of clear support for its proposal to resolve the Western Sahara conflict, based on a formula of broad autonomy under Moroccan sovereignty, there have been reactions in the sense of seeking a political rapprochement between the European nation and the North African country. 

In addition to having allowed Ghali to enter Spain for humanitarian reasons, according to the Spanish government, as published by various media, without offering any cooperation or official information, as denounced by Morocco, the Alaouite kingdom lacks a clear position on the part of Spain in favour of its formula for resolving the Sahrawi conflict, which has received a great boost with the support of the United States for Moroccan control of the Sahara and with the announcements of the opening of consulates of various countries in strategic enclaves such as Dakhla and Laayoune. In the face of Moroccan discontent, there have been successive requests for explanations from the North African nation and, in addition, the migratory crisis affecting Ceuta and the controversy over Spain's exclusion from Operation Crossing the Strait of Gibraltar. 

Against this backdrop, messages are arriving that seek understanding between Spain and Morocco. Among them is the latest manifesto presented by more than 250 Spanish and Moroccan intellectuals who advocate a rapprochement between the two countries in order to overcome their differences. Atalayar entre dos orillas also joins this initiative to bring the two shores of the Mediterranean even closer together and encourage rapprochement between two countries that are strategic partners.

The manifesto has been supported by many personalities and various academics and professors, artists and professionals from different sectors.

Manifesto

The current Spanish-Moroccan crisis has provoked a worrying verbal escalation tinged with reproaches and discrepancies, which takes us back to past times, completely alien both to the circumstances of a globalised world and to the bilateral relations that have united the two sides of the Strait of Gibraltar since time immemorial. For weeks, from both sides, we listened to speeches, references and prejudices of yesteryear, which we did not think could reappear on the public stage. The vastness of the media space, especially on social networks, has given these discourses a vast diffusion, which endangers the coexistence between two brotherly and friendly peoples, and which even exceeds the diplomatic nature of the current conflict, to reach a phase of confrontation that is totally out of place.

Recovering the times of warlike conflicts in our common history and highlighting only hostility is a dangerous path that goes against human logic and the heritage of inter-religious coexistence and cultural exchange that the riparian peoples have built during our historical stages. This is a radical and unnecessary discourse that seeks to put an end to the great effort of dialogue, research and mutual understanding that civil society and the intellectual class in Spain and Morocco have made.

From a scientific point of view, the current situation does not at all fit in with the result of years of humanist research in Moroccan and Spanish universities, which offered a new vision of this shared history based on the fertile overlapping of the Iberian and Maghrebi civilisations. Rigorous academic work in the fields of history, literature, language and codicology led to the strengthening of intellectual and cultural links and the promotion of common values between the two shores of the Strait of Gibraltar. A contrasted historical reality, to such an extent that it has come to be reflected in the current Moroccan Constitution in force since 2011, in which the Kingdom of Morocco recognises the Andalusian culture with its two Arab and Sephardic branches, as the main elements of the country's identity.

Likewise, cultural, artistic and creative cooperation between Moroccans and Spaniards has intensified in recent years to levels never reached before. It is the personal interaction of the civilian population that has brought about this spirit of twinning. We are of the opinion that politics should not become an obstacle to its further growth; on the contrary, it should be an instrument to develop it more and more.

The spirit of concord and coexistence must reign at all times between our countries and be at the epicentre of any political conversation in order to ensure sovereignty and internal stability in Morocco and Spain. We therefore invite civil society on both sides of the Strait of Gibraltar to deploy its great intellectual capacity and wield its inventiveness to come up with new alternatives for coexistence and make constructive contributions for a fruitful heritage that will benefit both societies as a whole.

We urge good people on both sides of the Strait to join in the efforts to restore Spanish-Moroccan relations based on mutual trust and respect, which will propel us towards a future where peace, cooperation and prosperity must prevail. To this end, we Spanish and Moroccans must stand up to the erroneous and poisoned discourse being used by some media groups and social networks, based on hoaxes and perverse manipulations, which only aim to raise the xenophobic backdrop and feelings that we must firmly eradicate.

Finally, we are committed to solid cooperation between civil society organisations on both sides of the Strait of Gibraltar, so that our contribution is consensual, collective and useful for a wide range of coastal citizens who converge in the Strait.
